How to Submit Support Ticket
I was unable to purchase DLC because the system is down or something. Steam Support doesn't provide a way to actually do that. "Unable to make a purchase on Store" only leads to unrelated rubbish, and no way to make a ticket. Any help is appreciated.

Steam support cannot do anything about server problems anyway. They will simply inform you to wait.

Steam server are getting hammered right now because of a new game that came out.

You are saying Steam will not make good on a discount, when the fault was on their end??

They can only sell you the game for the listed price. If a deal ends and you missed it for any reason they cannot help.

This is why you shouldn’t wait until the last minute.

You would think that information would at least be communicated on the support page. Steam doesn't seem to value their customers very much. I agree on the "last minute" point, but still unfair practice. Thanks for replying.

Edit: I must add something, since I disparaged Steam in my post. They actually sent me an email, with my cart saved, offering to let me retry my purchase. It wasn't complete though, but it gave me the opportunity to send a ticket..yay!

So there is that.

On the otherhand, it's never a good idea to wait until the last minute to do anything. Sales generally run for several days with plenty of time to make the purchase. And there is always going to be a future sale, so another opportunity will be made for you.

This doesn't say they don't make good on sale prices, if there's an error. In fact, as I wrote, they sent me an email, to give me another opportunity to make the purchase on sale.

I agree on the "don't wait until last minute", but I was trying out the game first, that's why I waited on the DLCs.
The only time they honor sale prices (saved cart) is for failed transactions.

They send the email as a courtesy. They are under no obligation to do so, though. And yes, that statement would cover making good on sales prices. That's the whole idea behind the "no guarantee" statement.

I never said they were obligated. I'm not making a legal case here. It is just a good business practice, and I would hope Valve/Steam engages in good business practices. It appears to me that they are, with the email they sent me for my failed purchase attempt.

"We want you to be able to purchase and enjoy games on Steam. If your purchase fails, the three day period gives you time to sort out the issue with either Steam or your bank."

Although I don't have a final result yet, that is a cool thing they did.
