If you are receiving a note under "Use PayPal balance first" that says "Unavailable at this time" after you log into PayPal, then abort the payment and try unchecking the "Save my payment preference" on the Steam window that asks you what Payment type you are using. Three support tickets to Steam and five to PayPal, only to discover this myself. Nobody knew why I couldn't use my balance. Very frustrating.
