From: CS2 - I've been game banned FAQ
See section 1 C Steam Subscriber Agreement why.
Account security is important.
And the account was used to cheat or whatever, the ban is against the account.
We all know it adds insult to injury. But there's now way to know who was using the account, just that the account was used maliciously. So the account is banned to prevent further malicious use. After all, what if you don't learn your lesson and your account is hijacked next week and used to cheat again? No way to know.
I hope there will be some rule changes in the future.
Not unfair at all. Account security is ALWAYS the owner's responsibility. Steam can't be held responsible because YOU decided to willingly enter your account details on an obvious phishing website.
In the future, keep your account(s) secure by not using shady websites / software and by keeping your details up-to-date. This includes keeping your email and your PC fully secure.
Or I guess in this case, a lack of actions.
I would accept if they give 1 year ban, but lifetime is kinda crazy…
