About account limited & ticket was closed soon
Is there any chance about this?
The ticket I submitted about the transaction restriction was closed very soon, and a private account (Self-proclaimed as a Steam employee )sent me a private message asking me to transfer the inventory

I don't think I can trust this private account. What should I do?

account profile is https://gtm.steamproxy.vip/profiles/76561199851233286/
just cannot confirm identity, any suggestion?
no Steam employee will contact you outside their ticket system so this is a classic scam report block and move on
You fell for a very obvious and very old scam. The person who messaged you was obviously NOT from Steam, it was a scammer.
ticket closed with no response from steam means your account is compromised

your account is compromised
DO NOT TRADE
If you have access to the account

Steps to take NOW to secure the account:
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://gtm.steamproxy.vip/dev/apikey (there should be nothing in the APIKEY)
6. If points were stolen, do a password RESET to cancel the awards/points before they are delivered

Please review how you are logging into Steam or handling your log in information. You somehow gave them your log in information. This could of been due to the computer being compromised and redirecting to a fake login, or you using a 3rd party site to login to steam.
My account is indeed restricted from trading, which may be due to frequent IP changes. How to solve it?

Secure your account first before you start worrying about trading. If you don't secure it effectively then any trades you make can be intercepted and stolen.

I have set up a mobile authenticator. Resetting the password will remove it. Do I need to remove it?
