Where is that written on steam?
And whose laws? The US? Or someone else's?
I think it is pretty important to know these things. Especially as if I want to publish an early access game I don't want it to be arbitrarily taken down or denied because of content that could be considered "mature" such as violence or excessive gore. It sounds like a raw deal for small devs.
Especially if you look up the definition of mature content and it says excessive gore there too.
Steam needs to have their rules clearly written and spelled out. None of this vague BS.
You can see the guildlines here for what can not be published on steam

Now I fully agree, that content shouldn't be available to people who don't want to see it or don't meet the requirements to see it.
However, and maybe the developer is lying. But maybe not.
The message they got was, "Your app has failed our review because we're unable to support Early Access Model of Development for a game with mature themes. Please resubmit when your app is ready to launch without early access."
That to me doesn't sound like it was mislabeled or missing tags.
That sounds like they're outright not allowing it.
Now, if I was to want to publish a game in early access on steam. I want to know exactly what Mature Content is considered that would cause this.
Now I know, and you know. It probably is adult content they're referring to. However, I want it in writing in the rules very specifically.
