Refund being denied?
I bought some in-game currency that had a label that said "+25% bonus". I assumed it was +25% currency on top of the total what was advertised, but it seems the +25% was already included in the total. I thought this was a bit deceptive, so I asked for a refund within 5 minutes and got the following reply:

We cannot grant a refund at this time. In-game item purchases are not refundable if any items in the purchase have been consumed, modified, or transferred

I never even touched the currency and have the full total still displayed in-game. Didn't spend it, consume it, or transfer it.

I've searched and read people saying you "consume" it once you play the game or buy it, but you have to be in-game to even buy it, so I don't understand this.

They also stated in my refund request

6,250 Multibucks - Removed or Consumed on Aug 31 @ 9:40pm Purchased: Aug 31 PDT

They're telling me I removed or Consumed it before I even bought it? I bought it today Sep 1st, but they're saying I removed or Consumed it yesterday on Aug 31? How did I use it before I even bought it? Makes no sense. What can I do? I already submitted two tickets and they autoreply with the same message.

Steam can't see into the game. In game currency is pretty much considered consumed upon purchase. The dates are off likely due to timezones. September 1 to you but still August 31 at Steam HQ. You on East coast. Them on West coast. Guessing really but it's plausible.

See if there's an option on the purchase to ask a question about it. You can plead your case to someone alive rather than the system. Although, since it's an in-game purchase, it's not something Steam can take back. That's why it's considered "consumed".

You did in fact get what was advertised, though. Just chalk it up to a misunderstanding and move on?

If something is considered "consumed" the second you buy it, why even tell people you can refund it on the checkout page in the first place? Consumed to me sounds more like if you used the in-game currency to buy something, then I can understand no refund in that scenario.

The moment it's sent to your account it's considered consumed and nonrefundable.

I don't work for Steam.

Find the option to ask them a question about the purchase and see what they say.

See how the first clearly states non-refundable and the second clearly states 48 hour refund? When you tell me it's refundable on the checkout page for 48hours and I don't use it, then I ask for a refund, then you tell me I can't get a refund and the reason being is because I bought it? In what world does that make any sense and sound fair? The word consume means to use up not to buy.

So I read the refund rules, it states "Steam will offer refund for in-game purchases within any Valve-developed games within forty-eight hours of purchase"

The problem is, they mistakenly display the refund policy to every game, giving people the impression they are covered by a refund, when they're not unless it's a valve games. Still misleading and should not be displayed.

https://i.imgur.com/JPqrl0H.png - this should not be on the store page if you will not honor it and buying it "auto consumes it". It should clearly state non-refundable, like the DLC image above I shared.
