See if there's an option on the purchase to ask a question about it. You can plead your case to someone alive rather than the system. Although, since it's an in-game purchase, it's not something Steam can take back. That's why it's considered "consumed".
You did in fact get what was advertised, though. Just chalk it up to a misunderstanding and move on?

If something is considered "consumed" the second you buy it, why even tell people you can refund it on the checkout page in the first place? Consumed to me sounds more like if you used the in-game currency to buy something, then I can understand no refund in that scenario.
The message you got is the base message everyone see's.
Find the option to ask them a question about the purchase and see what they say.

See how the first clearly states non-refundable and the second clearly states 48 hour refund? When you tell me it's refundable on the checkout page for 48hours and I don't use it, then I ask for a refund, then you tell me I can't get a refund and the reason being is because I bought it? In what world does that make any sense and sound fair? The word consume means to use up not to buy.
It makes it very clear in Steam refund rules that consumable DLC is exempt from refunds. No one here can help you, Take it up with Steam support.
So I read the refund rules, it states "Steam will offer refund for in-game purchases within any Valve-developed games within forty-eight hours of purchase"
The problem is, they mistakenly display the refund policy to every game, giving people the impression they are covered by a refund, when they're not unless it's a valve games. Still misleading and should not be displayed.
