My Phone Number isn't adding!

I'm trying to add my phone number to play CALL OF DUTY but after signing with Activision & ask to login in Steam when I signin it ask for Mobile number and when I'm adding it and confirming mail then it crashes constantly and now it says it takes 1 week due to frequent tries, I am fedup like anything so badly...
What to do??

When I am trying to add phone number for call of Duty this message is appear after conferming the mail,The phone number entered cannot be added to limited user accounts.

What features are unavailable?

Limited user accounts are prevented from accessing several features on Steam, including but not limited to:
Adding a phone number from some countries or under certain circumstances
