Feel free to check for sound drivers and other update to your pc.
And check discord mic play back test if you can catch some not played back right issue, just incase this is the problem.
Hey, so I doubt it's sound drivers (and if it is, I wouldn't know how to check it) as it randomly decides to work fine. Also discord works perfectly 100% of the time. Anyways, I've updated anything just in case. Now, about the network, that was my first guess, but it's weird that it works at first, and then doesn't. Also, weird that some times it just works fine. Perhaps it could be some kind of firewall problem?

No i doubt that, ( firewall ahs a a way with show signs as do not work at all, they eother block you from sctes not in the middle of already use it.
Try see steam library setting to reduce steam usgae of it resources, i doubt its this, but what else can i and other suggest.
Clear DL cache to delete web browser data page cache or steam flush cmd ( google it. )
Even rteinstall steam over current to fix steam issue , if that even help.

make sure PC BIOS and Chipset driver is update, dont get caught in PC not update.
same as be a win10+ ( dont have past OS even that could matter, we will not ask you are you a past OS users anymore, because most already know past OS have more and more issue.
