Steam buttons not working

When I try to click any of the buttons that say "Steam, View, Friends, Games & help in the Steam Desktop app, they don't work.

Drag the steam window away from the edge of the screen and try again...

Try this:

Completely exit Steam.
Right-click the desktop shortcut to the Steam program. Go to properties, Shortcut tab, and in the Target field add a space and then "-cef-disable-gpu" so that it reads for example:
"C:\Program Files (x86)\Steam\steam.exe" -cef-disable-gpu
Launch Steam with the shortcut.

If things are working as expected, then go to Settings -> Interface and disable "Enable GPU accelerated rendering in web views." You should also return the shortcut to the way it was before by deleting the " -cef-disable-gpu" parameter in the properties.
