I recently had issues selling items on the steammarket on a specific account of mine for weeks now. Steam told me that "You cannot sell any items until your previous action completes" - and I believed it would solve itself.

Trying to troubleshoot it I found out that if you sign out and back in your cookie resets which fixes the issue.

Steam has a bug on their end where sometimes it will falsely save pending actions on your webcookie, if they pile up steam thinks you have too many outstanding actions.
