All play time counts... so out of curiosity, what game, and are you only counting some of the total play time? Like you're not counting time before purchase?

look up the game, click on it and see what it says on playtime in the upper right.
if you want to contact steam support about a refund, select the purchase, then select "I have a question" and make your request there.
If you spend 8 houres in a free game and then buy DLC. You don't get your DLC refunded unless you have less than 2houres Gameplay.
You have to becarefull with bundles somtimes games in bundle count seperately. But sometimes they bundle the gamplay time too.

It does mean making a manual ticket, sure, but in my experience people get their refunds for that.
When you buy a bundle, obviously all games in the bundle count. You cannot refund a part of a bundle, so obviously all playtime counts. That's logical and intended.
