When was the game purchased?
The refund limits are: WITHIN 2 weeks of purchase AND with LESS than 2 hours played. Both conditions must be (AND). It is not one or the other.

All play time counts... so out of curiosity, what game, and are you only counting some of the total play time? Like you're not counting time before purchase?

go here:
https://help.steampowered.com/en/

look up the game, click on it and see what it says on playtime in the upper right.

was the game part of a bundle?

if you want to contact steam support about a refund, select the purchase, then select "I have a question" and make your request there.

No bundle and it doesn't give me that option
I'm curious about the name of the game. I've noticed that Steam Support also uses the "over 2 hours/2 weeks" message when people purchase games they cannot refund due to consumables or subscriptions or such.

If you spend 8 houres in a free game and then buy DLC. You don't get your DLC refunded unless you have less than 2houres Gameplay.

You have to becarefull with bundles somtimes games in bundle count seperately. But sometimes they bundle the gamplay time too.
Was any of that playtime offline?

You should read the rules. It's 2 hours of gameply since purchase of the DLC. So if you already have 8 hours when you purchase the DLC, you can still play 2 hours and refund the DLC.

It does mean making a manual ticket, sure, but in my experience people get their refunds for that.

When you buy a bundle, obviously all games in the bundle count. You cannot refund a part of a bundle, so obviously all playtime counts. That's logical and intended.
