The age of an account has no relevance and it has zero to do with Valve.
The Ofcom requirements are:
1) Age assurance methods – which include age verification, age estimation or a combination of both – must be ‘highly effective’ at correctly determining whether a particular user is a child.
2) They include: open banking, photo ID matching, facial age estimation, mobile network operator age checks, credit card checks, digital identity services and email-based age estimation;
Why a credit card? To able to apply and have one you need to be 18+.
A debit card does not prove you are 18+ because you can have a child bank account.
I sent Steam support a copy of my valid UK driving license and my face which is enough age verification needed to meet Category 1 of the OSA, they rejected it. Steam are being uncooperative as possible over this
This isn't about "gooning," the OSA, if anyone bothered to read it which few people have actually done, blocks more than just "goon" content. Under the OSA GTAV, Witcher 3 and as insane as it sounds technically even Palworld are required to be age restricted under this system. The Steam workshop would also be required to be age restricted because you can upload 18+ mods, as would Steams messaging service as this counts as peer to peer communication avenues where content inappropriate for children could to spread to underage accounts
A driving licence is not listed in the Ofcom requirements.
Secondly you cannot prove that is you as you may have borrowed it.
