Why is it not allowing me to gift using steam wallet to my friend
Its Not working and keeps saying contact steam and is this happening with you?

You will have to contact support and ask them about the gift flag on your account.

Or use external funds to gift.

It's up to Steam Support if they remove it or not.

Buying gifts with wallet funds is restricted to prevent commercial activity.

Either contact Steam Support or use an external payment method (credit card, PayPal, Paysafecard,...).
