My display drivers are up to date and i reinstalled them several times, steam overlay, text scaling, and GPU acceleration are all turned off, my GPU is brand new because I thought that was the issue (its not), i reinstalled steam and my games, and all of my games on steam will still randomly flicker when I click them. Applications not through steam work completely fine.

Losing my mind trying to troubleshoot this, all I'm finding is advice to reinstall display drivers.
