Once I hit 10 minutes, the option appeared. When did the time limit change?

I like how you immediately jump to a wild conclusion. "Hmm something I don't quite understand occurred, it must be malice of some kind."

Developers have no control over reviews. They cannot stop people from posting them or delete them.

If Valve did make a change to the system it had to be recently.

I just ran an unplayed game and the review box appeared at exactly 5 minutes, so it doesn't look like anything changed.
Maybe a rounding error where you actually played for 4 minutes and 59 seconds or something.
