Oh, yes it. You are responsible for your account and all it's actions at all times. This includes networking faults.
However it's not Valve's fault every time the sum total of your setup slips on a banana peel. Lots of people play the game without issues. And there's no way for Valve to detect random technical difficulties and deliberate disconnects to avoid losing and what not.
And in a universe where Valve did collect that much info, you'd probably have complaints about Valve spying on you.
If your setup is unreliable, it's within your power to address that. Being unhappy your setup causes you issues isn't Valve's problem to solve or accommodate.
