For a year now, I've been trying to give someone a thumbs up in the activity tab, and I keep getting the same error: "Sorry, an error has occurred: An error occurred while communicating with the network. Please try again later."
I've tried everything:

Check the status of Steam servers
Restart the computer
Restart the Steam client
Check and reset network devices
Update drivers and system
Reinstall Steam
I've disabled antivirus programs and firewalls
I've installed Steam on different partitions.
I finally formatted my entire computer.
I still have the same error. Please help, what else can I do?
