start by verify you account on steam client or web , at least it need to use the same adress as the one you want to receive code from steamguard.
steam is allways sending code to the email used for the setup, so it's up to you to verify on your side that nothing will block the mail on the email provider used ...and so , if you do not receive any mail, just contact your email provider about this issue because it has nothing to do with steam ...
I have verified my email address many times but still got nothing (tried another email as well). It’s weird because my other account still works.
But yes, I’ll try to contact my email provider and let see how’s it going…
