You've been Rate limited, just don't view inventory or market for awhile (less than 30 minutes) and it should go away
but it is since yesterday like this so i dont know why its not working
If you try before time is fully up it retstarts the timer. Dont touch it.

You hit an API quota limit. This quota limit is IPv4 based. If restarting your router doesn't help, you'll have to wait it out.

IPv4 addresses are not unique anymore. As there are more humans (8 billion) than IPv4 addresses (4.2 billion), ISPs have chosen to route users together on an identical IPv4 address. This technique is known as CGNAT.

For Valve's inventory and community market API this bundled together group of users using CGNAT or Dual Stack Lite looks like a single user.

If you waited several days to weeks, your only recourse is getting a public IPv4 address. It doesn't matter whether this one is static or dynamic. Ask your ISP on how to obtain one.

If you already have a public also known as dedicated IPv4 address, you should stop spamming inventory actions.

Yes this is exactly what happens but this is not a solution to the problem to buy/rent a public IP address! Not everyone is capable to buy/rent public IP, or simply ISP does not rent public IPs to citizens due to their policy, you must then become individual merchant or self employed person to buy/rent public IP and then prices of internet service + IP is going UP 10 times.
Personally I think this is Valve's issue, it has to provide their services like market sells/purchases to all viable customers, the answer to buy public IP is not acceptable!!!

I am a private customer and my ISP (E.ON Highspeed) offers a dedicated IPv4 address for 3 euros a month extra.
The other alternative is switching to a ISP that does offer such service.

If you ask nicely, exceptions can usually be made, because there are other use cases that require a dedicated IPv4 address, such as home office VPNs.

dynamic is enough. No need for a static one. It just needs to be an IPv4 address that is assigned to just you, meaning no CGNAT.
is there any other way to solve the probem? because I have waited more than 2 weeks and i have same issue
