Go to the steam tab on your top left, navigate to the Download tab, look for Clear Download Cache. After that's done, restart steam and see if it fixed the issue
Any other time I had an issue downloading/updating games, I checked content_log, found the files that needed to be deleted and redownloaded, and everything worked.
This time is different. This time the weird "Marking bad download source" error seems like it is pointing me to Steam and my ISP. Why would my ISP be a "bad download source?"
Same here, games that require VC Redist 2022 just refuse to download. And break my entire library in the process
And yes, I'm runnind Win7.

Windows 10 pro 64bit - btw
On Win 10, 64bit. This has been ongoing for weeks for me and, as my games put out updates, I'm just no longer allowed to play them.
Troubleshooting Done:
-Cleared download cache
-Changed download region (normally it's Minneapolis, MN. I've tried different states around the
US and well as UK and other random countries)
-Logged out and in again
-Turned off "Game File Transfer Over Local Network" setting (at this point, every option under Downloads is turned off)
-Tried deleting and reinstalling a game and now that game won't install. Deleted folders for it and all. Still "corrupt"
Like OP, when I open the logs>content_logs.txt, it's showing a bunch of "Marking bad download source" errors.
Additionally, I've tried deleting the appmanifest files listed in the logs, and this does nothing.

Just bought Space Marine 2, but cannot donwload it.
Other games cannot update
To put it simply, I will not be purchasing any more games on Steam until they resolve this issue. This also makes no sense, that we cannot update or play the games we've already purchased! If Devs come out with an update to a game, you're screwed.
Yep I can't get the Steamworks Common Redistributables either. I won't be spending any more money either until they fix it. It has broken a bunch of my games. Some still work. I had to fight to get the Tomba remake to download. I guess that'll work until an update breaks it.
