I bought 10$ with my credit card and i was charged but the funds did not appear
so i used my credit card to buy 10$ and i was charged but the funds did not appear in my steam wallet steam support is ghosting me and i don't know what to do pls help

If it's failed, then Valve didn't get your money and they're now on hold by bank.

Also, using random terminology is never a good idea.

What do you mean by "Steam is ghosting you"? If they just close your tickets without reply, then it's not them -- your account has been hijacked, and the hijacker is closing your tickets so you can't contact support.

ok problem solved, it said it was charged but i actually did not get charged so i re did the process.

it takes time, usually hours up to multiple days, for credit card statements to update so yes, it could have taken a while for the claim to be removed.
