Is this a scam?
I sadly dont know how to post images on here, so ill just explain the situation.

Someone claimed to have traded with me, meaning I bought some gloves from him (I havent ever used the community market btw). He didnt recieve payment, and therefore mass reported me (I havent seen messages from steam about this) and asked me to show my purchase history. The history was empty, only containing bought games. He says me account has been flagged for surveillance and says I should send an email to support@steamhelpreports.com (I have never seen this emial address before, nor have I seen it on the internet) in order to appeal against a ban. Should i send an email to appeal for a hypothetical false ban?

Good job .
Hi, the same thing happened to a friend. His account was banned and in that email they're asking for money to recover the account. How can he recover it?

Tell your friend not to engage or pay any money to the scammers who have stolen his account. Instead, he must follow this guide carefully and do the recovery process in a browser when signed out:-
