Steam support keeps refusing to refund my pre-ordered game.
According to the official Steam refund policy (https://help.steampowered.com/en/faqs/view/58A1-CCAF-6D1D-2066): Can I still refund my pre-order after the game is released?
Preordered games that have been released are still eligible for a refund, as long as the refund request is submitted within two weeks of the game’s release, and the game has been played for less than two hours.

I pre-ordered Little Nightmares III, but after its release I found that the reviews were very negative, so I decided to request a refund. I submitted the refund request within two days after the game’s release, and I haven’t played it for even a minute.

However, Steam Support has repeatedly denied my refund, claiming that I don’t meet the requirements. I don’t understand which requirement I’ve failed to meet.

Submit a manual ticket. Select the purchase, then select "I have a question" and make your request there.
Did you order the deluxe edition? There's different rules around DLC that affect the ability to get refunds. It's possible they will still refund from a manual request, but not guaranteed.

i’m having the same issue but i think i know the reason why. support didn’t explain it to me and im still going back and forth about the refund but i just remembered the pre-order came with a free deluxe copy of LN1 which i know ive got more than 2 hours of game time on from before. i haven’t played LN1 in forever and never touched the deluxe version but i assume the game time still counts towards it.

you won't get a refund for a game you had since sept 2021 and played 36.3hrs in it.

i'm not interested in refunding my original copy of LN1. the point i was trying to make is that LN3 came with that free enhanced LN1 which is what (i'm assuming) is preventing the refund.

idk if it's what the developers intended but it's a pretty scummy way of preventing refunds on preorders.
