before the same "solutions" or questions pop up:
i do not use VPNs with steam running, i never accessed my steam account through a website (never logged into steam outside of the desktop and mobile application for many years) and i don't use any custom DNS servers, no steam related extensions and not even multiple devices.
my PC, steam installed, no access to my inventory and the market since at least june.

You hit an API quota limit. This quota limit is IPv4 based. If restarting your router doesn't help, you'll have to wait it out.

IPv4 addresses are not unique anymore. As there are more humans (8 billion) than IPv4 addresses (4.2 billion), ISPs have chosen to route users together on an identical IPv4 address. This technique is known as CGNAT.[en.wikipedia.org]

For Valve's inventory and community market API this bundled together group of users using CGNAT or Dual Stack Lite looks like a single user.

If you waited several days to weeks, your only recourse is getting a public IPv4 address. It doesn't matter whether this one is static or dynamic. Ask your ISP on how to obtain one.

If you are behind Dual Stack Lite (shared IPv4 address, dedicated IPv6 prefix), temporarily disable IPv4 on your system after you made sure IPv6 support is enabled in your router to force Steam to use IPv6. Undo this step after you finished using the market or inventory (you will have to redo it every time you use either). Do not use this as a permanent solution because not every service on the internet did implement IPv6 support yet.

If you already have a public also known as dedicated IPv4 address, you should stop spamming inventory actions.

in your case, after the cool down is over, use the DSL connection exclusively to check inventory and market. Vodafone uses Dual Stack Lite and is subject to this issue.

Many people say it's your internet, but no, bro. It's a bug that's been going on for weeks. It's happening more and more, almost always at the same time, and it's fixed at the same time several hours later. Whether you use Steam or not, the error will appear at the same time and then go away at the same time. So far, it's been going on like this for weeks, and they haven't fixed it yet. All I can do is wait. Just like what happened before when you searched for an item on the marketplace and it failed, it went on for months until one day they fixed it.
same issue

i know it's not a problem on my side.
it's a problem with steam and valve has to fix it. (btw i still have no access to my inventory since ~june)
i'm nyot sure if this is relevant but recently market asked me to confirm my email when buying cards. IDK how long this was going on but maybe multiple email people are being punished for buy/sell accounts Which is why mew are in this situation. Which is why im glad I have always been legit. I think steam might be going in a direction that punishes past offenders. I gladly confirmed my email cause I have nyothing to hide
