Even a private IT dude per hour + transport cost alot. ( why do you think OS have a sync with a time server regulary. ( and how will you fix things remote access with date and time wrong, you need to know all the fall grps in this. ) so many unspoken things IT know can rarely happend today much more frequent in the past crappy PC with battry and bios issue, dont expect a IT dude from today will catch such old outdated ways asap, will not be the first thing he will think on you did. ( and the taximeter is running )

ps.
So country date/time matter in the global communication with time zones, a well know issue among companys that use such.
As i remember he admit he has time cheat in a game, atleast that better then nothing to know why it happend, but somehow effect system with it. ( so your search on topic is bad, but hey who cares today your own problem then you do such, right.
As i said there is no IT dude that will think ppl do this, OS has build in time syn-c check.
