FATAL ERROR:STEAM NEEDS TO BE ONLINE TO UPDATE!
TLDR: set your time manually to the future (past might work too) and then reset it to auto detect time. Worked for me.

So I had this error today and went a googling to fix it. I found a thread on here with someone saying that they solved it by uninstalling and reinstalling Steam. Cool. Don't really want to go through all that but I will if I have to. Found another thread with a bunch of guys with newly built PCs having this problem. All of their were solved because they figured out their system clock was accidentally set to the future by 17 years or something. Well, unfortunately mine is set correctly. But I set it to 3 minutes in the future, opened Steam just cause, same error. Set it back to auto detect time, boom fixed.

I've tried everything, stumbled upon your post. Tried it. Still nothing. I've even gone as far as un- and re-installing.

Do not set future time, any server educated dude can tell you that, all your logs in the OS is screwup by it. same as past time, how will you catch a bug with wrong time stamp in a filter then it never get there, you might think its funny untill ( lets say a company you paid for get a hevay bill for waste of time and cant find a bug until they notice the time issue , you will still get bill for that and technician and company bill charge way more then standard per hour, unless you have 24/7 SLA, even the cheapest IT company is not that cheap as you think then its a company bill.

Even a private IT dude per hour + transport cost alot. ( why do you think OS have a sync with a time server regulary. ( and how will you fix things remote access with date and time wrong, you need to know all the fall grps in this. ) so many unspoken things IT know can rarely happend today much more frequent in the past crappy PC with battry and bios issue, dont expect a IT dude from today will catch such old outdated ways asap, will not be the first thing he will think on you did. ( and the taximeter is running )

This is not a joke.

ps.
So country date/time matter in the global communication with time zones, a well know issue among companys that use such.

Ohh why we are at it, i think we as steam user here actual solve some No connection in the past with this.

As i remember he admit he has time cheat in a game, atleast that better then nothing to know why it happend, but somehow effect system with it. ( so your search on topic is bad, but hey who cares today your own problem then you do such, right.

As i said there is no IT dude that will think ppl do this, OS has build in time syn-c check.
