There's something wrong with my account
An account called Steam Support deleted my friends list while chatting about me stealing items

All functions, friends, avatar and games are temporarily blocked according to Steam Rules

sounds like he logged into a third party site with his steam account and they stole it from him. either that or he shared his account with a scammer
