Excessive usage of wallet credit with schemes to attempt to convert it back to real money, i.e. offering purchase services for a reduced price ("You give real $$$ I buy game X with wallet $$$ for you"), can be seen as money laundering attempts.
Contact support if you can't use a different payment method. They may lift the restriction, but if they refuse to lift the restriction, their say is final.
If they refuse to lift the restriction, you have to use an external payment method (i.e. credit card) to gift to a friend, but can still use your wallet balance for your own purposes.
IF the system detects unusual gifting using wallet funds, yes.
People love to use their account for commercial purposes, selling games and we all have to live with the restrictions to combat it.
