So I can send gift cards but I can't receive any?

I know gifting games is only allowed if you both live in the same country except America and few that I can't name but gift cards too?

Here's how it's been going between me and my American friend
He can send me games but I can't send him
He can receive gift cards from me but I can't receive from him

What error message does he get when sending you a gift card?

Sending gift cards through Steam to residents in Turkey is restricted but they can buy a USD card/code at a retailer to send to you.

If the price difference between the 2 countries (lower currency value to higher) is more than 10%, the game can not be gifted.

Once both Turkey and Argentina had their currencies tank, it has been this way.
