Too many requests is an IP rate limit.

If it's been going on for a month it sounds like you ISP routes multiple clients through the same IP.

Pretty much your only option is to change your IP or call you ISP and see if you can get a dedicated IP.
its my personal wifi and no onse has steam account on it beside me and i live alone and i tried it my wifi provider is a ♥♥♥♥ he isnt helping me
You on the other end of a computer or tablet, how do we know you are a normal person ? Why should we take anyone's word for anything in a virtual world ? I am Jesus, trust me.
well u r right but if u want my photo or something of my rig and me let me know i cant prove u anytime
Hey! Have you tried configuring your modem or router to use Cloudflare’s DNS (1.1.1.1 and 1.0.0.1)?

It can often fix connection or latency issues. I was having the same problem while using Google’s DNS, but after switching to Cloudflare’s, the issue was resolved and the error message disappeared for me.
how do i do it?
You must access the Modem's/Router's LAN configuration to set the DNS server. (Just google it)
Or make a test with your phone. Use mobile data instead of your personal Wi-Fi.

Even setting new DNS yesterday, today I get the same error message again. But when I use mobile data connection, it works fine.

I don't know if the issue is in my provider or in Steam's Infrastructure.
same my mobile data works fine its my wifi issue i use jio fiber

You hit an API quota limit. This quota limit is IPv4 based. If restarting your router doesn't help, you'll have to wait it out.

IPv4 addresses are not unique anymore. As there are more humans (8 billion) than IPv4 addresses (4.2 billion), ISPs have chosen to route users together on an identical IPv4 address. This technique is known as CGNAT.[en.wikipedia.org]

For Valve's inventory and community market API this bundled together group of users using CGNAT or Dual Stack Lite looks like a single user.

If you waited several days to weeks, your only recourse is getting a public IPv4 address. It doesn't matter whether this one is static or dynamic. Ask your ISP on how to obtain one.

If you are behind Dual Stack Lite (shared IPv4 address, dedicated IPv6 prefix), temporarily disable IPv4 on your system after you made sure IPv6 support is enabled in your router to force Steam to use IPv6. Undo this step after you finished using the market or inventory (you will have to redo it every time you use either). Do not use this as a permanent solution because not every service on the internet did implement IPv6 support yet.

If you already have a public also known as dedicated IPv4 address, you should stop spamming inventory actions.
i didnt spam inv actions
same issue
