Report a translation problem
Do have a valid OS that still has lifecycle supprt. this means do not have a outdate OS that is not supported anymore.
ps.
PC updates and OS is updated, thats is your problem to have such checked.
other pc check. ( google how to do ) this is cmd mini script most pc user should have done when you are in trouble. ( it not ment to find any issue. ) you can hope for it and it fix itself.

chkdsk h:
if all this dont work,
try install steam over current steam install ment and hope that can fix whatever it is.
from here advice will get tough. ( ask for therm if you need them ) any helper can provide them.
