I've had 2/3 monitor setup for over a decade and dozens of Windows installs and it's always been that way for me.
maybe someone else has experience like yours but as long as windows sees the monitor as connected, DVI, VGA, HDMI, DIsplay port connected and/or powered at the plug it is logical you can move things across.
Only thing I can suspect is that you second display was position at a location so that cursor couldn't cross over. Monitor, higher/lower so that when mouse tries to cross over it is hitting an area where the screen doesn't exist
Best I can suggest is to move monitor to somewhere you're less likely move across
Right click desktop > Display settings
Left click in the second display and drag it to a different position
with hdmi the monitor always registers in windows as long as it is connected - hit win+p and select only the active one
with displayport it will not register when turned off / standby
Good to know. My second monitor has always been VGA, DVI or HDMI
I guess Microsoft doesn't do a lot of field testing with multiple monitors...
