I've always been able to move things onto my second screen when turned off. Thats if turned off on the monitor. If I turn it off at the plug it doesn't even register so not only can I not move things across my desktop icon re arrange because OS only see a single screen

It has not been like that for me always :/ i dont like it because why would i want to move things on other monitors when its off, then i have to turn it on again to pull it back

I've had 2/3 monitor setup for over a decade and dozens of Windows installs and it's always been that way for me.

maybe someone else has experience like yours but as long as windows sees the monitor as connected, DVI, VGA, HDMI, DIsplay port connected and/or powered at the plug it is logical you can move things across.

Only thing I can suspect is that you second display was position at a location so that cursor couldn't cross over. Monitor, higher/lower so that when mouse tries to cross over it is hitting an area where the screen doesn't exist

Best I can suggest is to move monitor to somewhere you're less likely move across

Right click desktop > Display settings

Left click in the second display and drag it to a different position
did you change the cable? in my experience

with hdmi the monitor always registers in windows as long as it is connected - hit win+p and select only the active one

with displayport it will not register when turned off / standby

I dont know what caple i use but i know i switch main monitor, so it could be diffrent caple but im gonna check that tomorrow. But its only when i turn my asus of it says 1 not when i do with zowie, but i guess i will just switch caples then :D Not a big problem for me
Of course, the real problem is that Windows used to have more options when right-clicking on the taskbar item for the unreachable window. Nowadays, there's nothing that would let you just "pull" the window to the active screen...

I guess Microsoft doesn't do a lot of field testing with multiple monitors...
