не качаются основные редистрибутивные пакеты steamworks
что делать пк на windows8.1 и не скачивается обновление этих пакетов пишет файлы загрузки повреждены обновить винду не вариант

Pre-10 versions of Windows aren't officially supported by Steam anymore. And the backend servers changed the compression algorithm used to distribute files with one that is not compatible with pre-10 versions of Windows, which is why you're getting a corrupted download error. You need to figure out an upgrade path for yourself.
