I'm moving to Germany for college
I'm moving to Germany for college that means new IP new PC hardware and new Bank account will steam restrict/ban my account if i purchase from a different country for a long time and ban me for something like(purchased account) i have been using my father's card all this time too so would that affect it if i start using my own and get me banned? i just need some instructions on how to handle this before i leave any way to contact steam support to explain this situation or?

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to order or purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

If your store region is automatically changed to Germany, you must use a german payment method and are subject to german regional restrictions.

That falls under "other methods" as well.

You MUST use the store region in which you reside permanently.

but my point is im not going to have a permanent residence like you are mentioning in a single country so thats the confusing bit because i might go to my country stay for few months for summer lets say and go back to germany for 6-7 months ish and so on so which one will be considered primary the one i lived in all my life or germany

The cooldown for changing store region is 90 days. If your stay in Germany is temporary, even prolonged, then you should stay in the store region that you are originally in.

Keep in mind that trying to purchase games etc while being in germany may forcibly change your store region to Germany.
