Does Valve monitor any forums?
How can they be made aware of misconduct on forums?

In general, it's best to report this using the report feature. There should be a couple arrows in the top right corner of any comment or thread post. Clicking that will allow you to report any unwanted or dangerous behavior. Steam will review the report and decide if they'll take any action. You won't get in trouble if nothing is done. You'll simply be informed that all is fine. Now, in some cases, this could be really annoying. Not everyone deserves second chances. But then again, we get second chances all the time so it's not really that bad to miss one every now and then

You report the content or profile.

Reporting the content in the community i.e forum posts will be reviewed by moderators. You can also report profiles direct to Support for things like scamming or posting inappropriate content.

That's fine, but it they can only lock stuff there. Accounts can't be banned or disabled on Steam by game devs, can they?

The can ban you from their forums and they can get Valve to ban you in their game if it's multiplayer, but no they can't disable your account.
