Game hubs may or may not have rules against advertising. You'll have to ask them or see if they have any pinned threads or sub-forums for something like, "looking for players."

In game is again, maybe. You'll have to read their rules for the game itself.

Go to Community and show your group invite it will be okay as I've seen others invite peopel to a group.

If there are no developer-made rules for a game then what is the answer? (For promoting a group in-game. Also if one of steam's policies say that you can or cannot promote a group based on developer rules or if they say you can't no matter what could you tell me what policy it is and where the rule is located?)
