I need help

I just made this steam account and just bought dark souls remastered within the last hour and its not in my library at all. I even have the screenshots of the charge on my cashapp. Has anyone else experienced this before because im actually genuinely pissed about it and was looking forward to playing it on pc instead of console.

What does the transaction page in Steam say? My guess is pending. Outside of that you don't understand how banking works, and because transactions are usually (appearing to be) instantaneous to the casual observer, you've assumed they always are. Well, today you get to learn something about that.

Your cashapp may have taken the funds and is holding them until the transaction is resolved. If Valve doesn't have the money yet or confirmation that they'll get it they have to wait and see. And if they do, you do. This isn't something Valve is doing to you.

Surprise, systems aren't always perfect. Being pissed about every hiccup is non-productive.

This exactly why patience is a virtue, and being pissed isn't.
