After all, it's clearly a planned and handled scenario. The status and verbiage didn't fall out of the sky. The transaction isn't complete, so of course you don't have the game. It hasn't failed yet, otherwise it would say failed. It's pending because the transaction is unresolved and Valve is waiting on the money. If Valve has to wait on the money, then you have to wait on the game. It's pretty straightforward if you don't just ignore information you're being provided.
