we have seen before steam user think when windows is update then PC is, huge mistake in think such.
a BIOS and even chipset driver has been seen before not get update from MS and it never will.
ps.
Dont expect any here anymore will tell you things like that because auto upfdate app is made to alot next gen PC so its done automatic today, also why no one will post it anymore.
and still your job to test do that app work as it should. ( we have seen app that do not update anymore )

turn off all that extra new FPS counter also as test, some few steam user post have issue with them if you even have enable them at all.

This is also know as safe boot mode. ( try test for interference issue. )
