Steam not honoring some Fanatical.com codes
I have bought a few games thru Fanatical.com and other than some occasional duplicates I have been happy with the bundles they offer.

I just bought a 20 game mystery bundle and at the same time added some Capcom titles including Devil May Cry HD Collection, Devil May Cry 4 and Devil May Cry 5.

I am an American but I live in Greece about half the year, so my billing info is based in the USA, US bank, US address but my IP address when I buy something shows up as Greece.

Never had a problem before, ALL of the mystery games there were ZERO problems redeeming the codes. But every single one of the Devil May Cry games were giving error codes saying country restrictions.

I was confused, as I can see the games on the Steam store for sale....and was able to buy them on the Steam store with ZERO country restrictions...but cost me close to $10 more than the Fanatical bundle sale.

Fanatical at least refunded me my purchase, or I'd be very wary of ever buying from them again, especially if Steam is going to haphazardly decide what titles to redeem and which they falsely claim are country restricted when I had no problems buying them from Steam.

You can redeem those codes when you are back in the USA. You are in greece, therefore you have a greece IP address.
Sounds like your trying to bypass regional restrictions. You may not be aware, but that is a method people get games for cheaper price, so steam had to combat it. As Ettanin says, when you move back to USA, those codes will work for you.

Valve doesn't decide which games have regional restrictions on CD keys. The games own Publisher decides this.

Valve doesn't decide which games have regional restrictions on CD keys. The games own Publisher decides this.

While it's true this is a setting decided by the publisher (they can make keys region free) it's still something Valve had to create to combat the problem to satisfy the publishers
