Playing game while waiting for refund for DLC.
I'm currently waiting for refund for Claws of Awaji DLC for Assassins Creed Shadows. Can I play the base game if I uninstall Claws of Awaji content and ubisoft key for DLC?

Official refund policy for DLCs says:

"DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase. "

Should I wait for refund?

Wait for a refund because if you go over the two hours whilst waiting for a response even just playing the base game, then your request will be denied.

Wait as the underlying title is the base game, Assassins Creed Shadows.

Steam knows what game you're running, but it has no clue what you're doing (or if you're actually doing anything; you might have the menu screen up, or the game might be paused. Or even crashed).

This ALSO means that Steam has no idea whether you're doing anything related to the DLC. Hence, they are always just look at "the playtime".
