Does gift purchases count for unlimiting your steam account?
My friend sent me a game and I accepted, but her amount spent on Steam didn‘t change. Her account is still limited.

If they made the purchase using funds gifted to them, no.

Unlimited accounts.
Some examples of purchases that grant access to these features are:
Adding the equivalent of $5 USD or more to your Steam Wallet
Purchasing game(s) that are equal to $5 USD or more from the Steam store
Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account
Purchasing a Steam gift that is equal to $5 USD or more from the Steam store
(Receiving a Steam gift or digital gift card from a friend doesn't count)

How did she pay for that gift?

It doesn't count if she used funds from a digital gift card to pay for that gift.


Please note that it may take a while for the restriction to be lifted. Sometimes it does not happen immediately.
