Steam Market Purchase price for item unusual

steam does this thing where when the Steam Market purchase price for an item unusual it makes the steam wallet money be pending for up to 5 days. Cant see to find any rules regarding how to avoid it or what the limit you can push it to. I sold a cs skin for just under what was listed and had it happen. If anyone knows a source I can read or if they have figured it out by trial and error it would be much appreciated.

There isn't any metrics for what Valve considers "unusual."

If there were, everyone would use the exploit and the system Valve has in place would be useless.
