What do you do about a refused refund request?
"We will not be granting a refund at this time.

Steam offers refunds to reduce customers' risk in purchasing titles on Steam. If it appears to us that you are abusing our refund policy or violating our terms of service, we may decline requests for refunds."

I haven't played the game for 2 hours, nor owned it for 14 days. I haven't refunded many games recently. I have bought and refunded it 2-3 times before, but that's because it's an Early Access game with bad optimization, and I'm just coming back to it every few months to see if it's improved. Should I try again? How do I get a response that's not vague?

The refund policy is not to demo games. So if you keep buying and refunding the same game that can been seen as abuse.

I would suggest not submitting any more refund requests for a while. Continued abuse can lead to having your refund privileges revoked permanently.

That message means you refunded a ton of games over time and ignored all warning emails about the refund policy being abused.
With that message you got it means the refund rights for your account have been suspended.
From the experience of the few accounts that have been hit by that since the refund policy was introduced its a permanent suspension for that account.

I've refunded 2 games since June. "Framerate is too low" is one of the options for a refund, so it's a legitimate use. This isn't right, I'll send them a ticket.
You accept it and move on.

OK, Steam Support sorted it out for me. Their response said the initial denial was automated but on review of my activity it turned out I'm not abusing the refund system. They refunded me the amount to the wallet. Interestingly, this response took a lot less long than when I was refused: for an automated response it took over 24 hours after submitting the refund request. Still, it all turned out well.
