Source games adding keyboardlayout and setting it as default - Easier temp "Fix"
This has to be one of the most stupid design/implementation decisions ever made in the history of gaming. NO OTHER GAMES DO THIS, and they shouldn't. Even after more than a decade of this idiocy it still hasn't been fixed.

Anyways, if you still have issue here's a little easier fix: https://github.com/AgentMC/KbLayoutUnloader

This will let you easily remove any additional keyboardlayouts. It's easily scriptable etc.
