Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account will also remove the limited user account restrictions.

If you tried targeting $5 equivalent and no more, then it's possible that due to exchange rates you are still slightly below it. Or you could have been slightly above it and then as exchange rates update, you fell below it. It's better to spend a bit more to ensure you're not riding that edge.
