I need to find a disscusion dedicated to giveaways on steam, since otherwise it is prohibited it seems.

You can post such stuff in groups related to giveaways for example, otherwise it's not tolerated anywhere on the forums depending on how the giveaway works, explained in this article under "Commercial content is not permitted":
