Best way is to create content for the community. Real content > Reviews (no stuff like "why raise dlc prices?", "its pretty good", "yes"), Guides, Workshop content... whatever...

Anything that might be helpful. There should be countless topics to choose from. Invest time in content.

People and the rewards in the form of points then come all by themselves if you publish the right content. You don't have to spend a cent on it.

How do I get Steam Points?
