CAnt gift game
heres the whole run down, I try to click ad to cat for command and conquer the ultimate collection but the add to cart is greyed out. what do I do. oh and my friend lives down under.

If you hover over the question mark next to the word Bundle on the store listing, it'll describe that it's a "complete the set" bundle. They are not giftable.

The "Ultimate Collection" bundle is a so called "tailored" bundle.
Meaning the price changes depending if you already own some of the games in the bundle.
Those tailored bundles can only be bought for your own account, not as a gift for others.
Send your friend a Steam Digital Gift card with the money so he can buy it himself.
