Can i change a family share's region without it kicking other people out?
Me and my brother studied in different countries and now I want to join his steam family because we currently live together in one country (he graduated) but he has steam family members from the country he used to study in. So if my brother switches his steam country to the new country we both moved into, will his other members get kicked?

Changing his Steam country will not kick existing family sharing members, it only affects the store and payment method, so you can join his family safely.

Steam Family Sharing was conceived as a safe alternative to account credential sharing when families have a shared computer or multiple shared computers, as they would have physical access to such accounts anyway. It worked by having credentials (in the form of session tokens) stored locally and managing permissions on a per-system basis.

The new system still requires mutually used hardware (shared internet connection is not enough, else it won't let you add to family) but is now safely managed on Valve's servers instead. Therefore, all family members must be within the same store region and must have used a common computer at least once recently.

So no, you cannot make a Steam family with mixed store regions.
