That message usually appears when Steam detects too many requests from your account or IP in a short time. It can happen even if you’re not doing anything malicious. The fix is to wait for a while (sometimes a few hours) before trying again, avoid repeatedly refreshing the market, and make sure your account isn’t running automated scripts or bots. Using a different network or restarting Steam can also help if the block persists.

Same for me, the slightest purchase on the market spams my application with an authorization request and suddenly it blocks everything.

I wanted to use the CS GO marketplace, but I can't. It forced me to make a new purchase on Steam, even though I had already made two game purchases. Now that I've bought a game to use the marketplace, it says I have to wait 7 days. I don't understand why, since I've already bought not one but two games on Steam, and I use the CS GO marketplace sometimes, the last time this year was in February.

Your account must have a successful purchase older than 7 days, but not older than a year in order to access the Community Market.
